Local authorities provide a wide range of services from housing and education to business services and the environment. This means that they handle a substantial amount of sensitive information related to individuals, as well as material protectively marked by the government as confidential or restricted, held in centralised databases. Holding this information poses a wide range of risks;for example this information is extremely valuable for criminals looking to commit fraud such as identity theft, or even for the inquisitive user looking for details of friends or, as has been seen, famous people.
