The story we tell about Britain’s demographics is wrong in an important way. We talk as though ageing has just arrived, as though the fertility numbers turned in the last few years and caught us off guard.

They didn’t. Fertility in England and Wales has been in overall decline since 2010. The total fertility rate fell to 1.39 in 2025, down from 1.41 the year before. There were 585,396 live births, the lowest number since 1977.

What changed recently is not the birth rate. It is that migration stopped hiding it. More than a third of births in England and Wales are now to mothers born outside the UK. As inward migration tightens, the underlying labour deficit stops being a demographer’s slide and starts being a rota that cannot be filled.

Which raises the obvious question. What happens next?

We do not have to guess. Japan has already run the experiment.

Japan ran every lever, in order

Japanese births fell 2.1% in 2025 to 705,809, a tenth consecutive record low. The gap between deaths and births widened to 899,845 people, the eighteenth consecutive year of record contraction. Around 29% of the population is over 65, and that share is projected to reach 40% by 2070.

Here is where most Western commentary goes wrong. It assumes Japan responded to this with robots. It is a comfortable story because it implies that technology is the answer and that we can buy our way out.

Japan’s actual response was participation. Female labour force participation now sits at around 76%, against an OECD average of 67%. Participation among seniors is around 25%, against an OECD average of 16%. Both are among the highest in the developed world, achieved through pension age reform, employer obligations to offer continued employment, and the gradual dismantling of income thresholds that suppressed part-time hours.

That is not a technology story. That is a work design story, executed at national scale over three decades.

When participation approached its ceiling, Japan reached for the next lever. Foreign labour. The government has proposed accepting up to 1.23 million foreign workers by fiscal 2028, framed explicitly as a labour supply mechanism rather than a settlement policy.

So the sequence is clear. Raise participation. Import labour. Then, and only then, confront productivity.

Japan is now at that third stage. And this is where it gets uncomfortable.

The debt comes due

The IMF has found that Japanese workers face lower exposure to AI than their counterparts in other advanced economies, which constrains AI’s potential to mitigate the country’s labour shortages.

Read that again, because it is not a statement about Japanese technology adoption. It is a statement about the shape of Japanese work.

Japan spent thirty years optimising jobs around the workforce it could actually recruit. Roles were segmented for older workers and carers. Tasks were bundled to accommodate shorter hours.

Seniors were absorbed into positions that frequently underused their expertise, with automatic post-retirement wage reductions attached. Every one of those adaptations was rational at the time. Collectively, they produced a national map of work that AI struggles to read.

This is Labour Debt at country scale. Not a failure of tooling, but an accumulated mismatch between how work is described and how work is actually done. You cannot automate a process you have never properly mapped. You cannot augment a role that exists as a historical accommodation rather than a designed function.

Japan does not have an AI problem. Japan has a map problem, and the AI has arrived too late to fix it cheaply.

Britain’s narrow advantage

The UK is roughly where Japan was in the early 1990s on demographic pressure, but with one asymmetry in its favour. The technology arrived before the crunch rather than after it.

That advantage is easily squandered, and current behaviour suggests we are squandering it.

Our research with over 500 HR Directors and CFOs shows the dominant deployment pattern is unchanged: organisations buy AI capability and apply it to the jobs they already have, described in the language of job architectures written for a labour market that no longer exists. The tool is new. The map is old. The result is spend without capacity gain, which is precisely the outcome Japan is now living with.

The UK is about to reach for Japan’s first lever. Expect a policy conversation about older workers, about carers returning, about extending working lives. It is the right conversation. But Japan’s experience shows that participation gains are finite, they arrive with structural friction attached, and they buy roughly one generation of time.

The question is what you do with that time.

Redesign first

If Japan proves anything, it is that the order of operations matters more than the size of the investment.

Redesigning work before deploying AI is not a productivity nicety. It is the difference between technology that reaches the labour gap and technology that sits adjacent to it, invisible in the accounts and absent from output.

For UK organisations, that means three things. Map the work as it is actually performed rather than as it is documented. Identify which tasks genuinely require the Four Human Constants of critical thinking, creative thinking, emotional intelligence and leadership, and which are simply habit. Then deploy against the redesigned map, not the inherited one.

Japan is not a cautionary tale about ageing. Every developed economy is ageing. Japan is a controlled demonstration of what happens when you exhaust your labour supply before you reform your model of work.

We have been handed the results of a thirty year experiment for free. It would be a remarkable act of national self-sabotage to ignore them.
